Al-A‘râf 7:198

وَإِن تَدْعُوهُمْ إِلَى الْهُدَىٰ لَا يَسْمَعُوا ۖ وَتَرَاهُمْ يَنظُرُونَ إِلَيْكَ وَهُمْ لَا يُبْصِرُونَ ١٩٨

Wain tadAAoohum ila alhuda la yasmaAAoo watarahum yanthuroona ilayka wahum la yubsiroona

“And if ye (Muslims) call them to the guidance they hear not; and thou (Muhammad) seest them looking toward thee, but they see not.” (7:198)
